Yes, we did a really fun unit for our 5&6 graders where they learned how to use puppets and put together their own story/script to teach a lesson to others in their class. The kids loved it!

I have also had success with using paper-doll style puppets on sticks (almost like indonesian stick puppets). They are quick for kids to do when you don't have time or tools for sewing.

I would guess that if you tried to "hide" the puppet's voice (through tranquilizism sp?) peopl would focus on that skill than if you just talk openly as the puppet they would tend to focus on the message and not the messenger.
